This bill provides for the expansion of MO HealthNet (Missouri's Medicaid program) services beginning January 1, 2019. It makes individuals aged 19 to 64 who are not otherwise eligible for MO HealthNet, but who qualify under the criteria set forth in the Affordable Care Act, eligible for MO HealthNet coverage. The bill defines the "health benefits service package" that these individuals will receive and requires the reimbursement rates for their services to be comparable to commercial rates. The bill also includes provisions that would allow the state to discontinue the expanded eligibility if the federal medical assistance percentage drops below a certain threshold or if the state legislature votes to do so. Additionally, the bill directs the MO HealthNet oversight committee to research potential health-related savings and revenues associated with the expansion, as well as explore options like cost-sharing, expanding Medicaid coverage for certain services, and enrolling expansion participants in private health plans.
