Bill Summary

AN ACT To amend chapter 208, RSMo, by adding thereto one new section relating to direct primary care services for MO HealthNet participants.

AI Summary

This bill establishes a pilot program to allow MO HealthNet (Missouri's Medicaid program) participants to receive health care services through direct primary care arrangements. The pilot program will be initially implemented in Greene and Christian counties and will include enrollees from various MO HealthNet eligibility categories, such as childless adults, children, parents, the elderly, and disabled individuals. Under the program, each enrollee will be enrolled in a direct primary care provider plan under contract with one or more managed care provider organizations. The monthly direct primary care enrollment fee will not exceed a weighted average of $70 per month across all eligibility categories. The managed care provider will designate the direct primary care provider as the manager for the pilot participant, allowing the direct primary care provider to facilitate access to non-primary care services in the managed care provider network. The department of social services will report annually to the general assembly on the implementation and performance metrics of the direct primary care pilot program.
