This bill creates a new section of Wisconsin statutes (5.42) that requires the Wisconsin Elections Commission to conduct post-election risk-limiting audits. These audits are designed to limit the risk of certifying an incorrect election outcome and will be conducted following each general election, spring primary, spring election, and partisan primary, starting in 2020. The commission is also required to establish rules governing the audits, including the minimum and maximum size of audit units, the number of audit units to be audited, and the criteria for selecting the races to be audited. The bill also allows the commission to administer the risk-limiting audit program prior to the promulgation of the required rules.
