This bill makes several changes to Vermont's environmental laws: It extends the deadline for when holders of real property with stormwater discharges to an impaired watershed need to obtain a stormwater permit, from June 30, 2018 to 180 days after the Agency of Natural Resources adopts a new stormwater rule. The bill also repeals the law on stormwater discharges during the transition period on the same timeline. It requires the Secretary of Natural Resources and Attorney General to annually report to the legislature on environmental enforcement actions and citizen complaints, with the report due by February 15 instead of January 15. It amends the Clean Water Investment Report to cover the prior fiscal year rather than calendar year. The bill reenacts and extends requirements for motor vehicle recyclers to remove and properly dispose of mercury-added switches from end-of-life vehicles, and requires manufacturers to implement a recovery program for these switches. Finally, the bill allows the Secretary of Natural Resources to forgive repayment of certain engineering planning advances awarded before Tropical Storm Irene if documentation is no longer available.
