This bill directs the Department of Medical Assistance Services (Medicaid) to apply for a waiver to implement a work requirement for able-bodied adult Medicaid recipients. The bill establishes the Training, Education, Employment, and Opportunity Program (the Program) to enable Medicaid enrollees to improve their health and well-being through training, education, employment, and other community engagement opportunities that lead to self-sufficiency. The bill requires most able-bodied, working-age Medicaid recipients to participate in the Program, with gradually escalating participation requirements over time, and provides exceptions for certain groups such as children, the elderly, individuals with disabilities, and primary caregivers. The Program will work with Virginia Workforce Centers to provide career services, industry certification programs, and case management to support Program enrollees in meeting the participation requirements.
