This bill, the "Colorado Right to Rest Act," aims to protect the rights of people experiencing homelessness in Colorado. It prohibits state and local governments from enacting laws, ordinances, rules, or regulations that limit or penalize various activities, such as the right to use and move freely in public spaces, the right to rest or sleep in public while protecting oneself from the elements, the right to eat or share food in public spaces, the right to occupy a legally parked vehicle, and the right to a reasonable expectation of privacy for personal property in public. The bill also requires the state, counties, cities, and municipalities to cease enforcement of any existing laws, ordinances, rules, or regulations that limit or penalize these activities, unless the government entity can demonstrate that it offered the person experiencing homelessness appropriate and adequate housing, which the person refused to accept.
