This Resolution proposes an amendment to the Georgia Constitution to allow the General Assembly to legalize and regulate marijuana for personal use by individuals aged 21 and older. It specifies that any fees and taxes collected from the sale of marijuana would first cover the costs of regulating its production and sale. The remaining net proceeds would then be equally divided and dedicated to improving educational programs and purposes, as well as funding capital outlay projects for transportation infrastructure, serving as a supplement rather than a replacement for existing funding. Additionally, marijuana used for medical purposes would be exempt from state and local taxation. The proposed amendment will be put to a public vote for ratification.
