This bill requires public employers, such as the state, courts, local public agencies, and certain transit agencies, to grant reasonable leaves of absence without loss of compensation or benefits to employees who serve as stewards or officers of the exclusive representative (union) or any affiliated statewide or national employee organization. The leave can be granted on a full-time, part-time, periodic, or intermittent basis, and the exclusive representative is not obligated to use the leave and can terminate it at any time. The exclusive representative or employee organization must reimburse the public employer for the compensation paid to the employee on leave, unless otherwise agreed. The employee retains the right of reinstatement to the same or a substantially similar position upon return from leave, and the public employer is not liable for any acts, omissions, or injuries suffered by the employee during the leave.
