This bill proposes the following key provisions: This bill allows the Governor or the Department of Health to expand Medicaid coverage in the state to individuals with household incomes below 95% of the federal poverty level, through a Medicaid waiver expansion program. The Medicaid waiver expansion would obtain maximum federal funding, provide benefits through Medicaid accountable care organizations, integrate behavioral and physical health services, include a path to self-sufficiency, and allow the state to close enrollment if funding is insufficient. The state's portion of the costs for the Medicaid waiver expansion would be funded through a new hospital assessment on private hospitals, as well as county contributions and other non-state funding sources. The bill also makes changes to the existing Inpatient Hospital Assessment Act, including modifying the hospital share calculations and assessment rates. The bill provides for suspension of the assessment if certain conditions are met.
