This bill: Extends the requirement for the State Department of Social Services to implement and maintain a nonbiometric identity verification method in the CalWORKs program indefinitely, and provides that the methods approved as of July 1, 2018 satisfy this requirement. Increases the amount of child support collected that must be paid to CalWORKs recipients from $50 to $100 for families with one child and $200 for families with 2 or more children, commencing January 1, 2022 or when the state provides notification that the automation systems are ready. Clarifies that individuals who voluntarily express intent to participate, or sanctioned participants who indicate intent to engage, are eligible for childcare services under CalWORKs. Requires counties to contract for intensive case management services for the Cal-Learn program. Makes various changes to the CalWORKs Outcomes and Accountability Review (Cal-OAR) system, including establishing a 5-year cycle and making implementation of the continuous quality improvement components optional for counties in 2020-21. Requires the Department of Social Services to establish verification policies for CalFresh that prioritize electronic sources and self-attestation, and prohibits counties from requesting additional documents to verify dependent care expenses except in certain circumstances. Requires county welfare departments to take specified actions by January 1, 2022 to expand CalFresh outreach and improve dual enrollment between CalFresh and Medi-Cal. Convenes a workgroup to consider changes to semiannual reporting requirements for CalWORKs and CalFresh to reduce recipient reporting burden. Limits a county's share of CalFresh administrative costs to the amount required to receive its full allocation under the 2019 Budget Act for 2021-22 and 2021-22, and provides that the state's share of funding be 35% of total costs. Makes various other changes related to in-home supportive services, resource family approval, developmental services, and other human services programs.
