This bill: 1. Requires the annual report from a city or county's planning agency to include information on the progress of the city or county in adopting or amending its general plan or local open-space element to consult with California Native American tribes and identify, protect, preserve, and mitigate impacts to specified places, features, and objects. 2. Establishes a process for a development proponent to submit a notice of intent to the local government before applying for a streamlined, ministerial approval process for a multifamily housing development. The local government must then engage in a scoping consultation with any California Native American tribe traditionally and culturally affiliated with the geographic area of the proposed development. The development may only proceed through the streamlined approval process if certain conditions are met regarding potential impacts to tribal cultural resources. 3. Provides that the listing of a tribal cultural resource on a historic register after a preliminary application is submitted does not preclude the development from proceeding under the Housing Accountability Act. 4. Makes various other changes related to the streamlined approval process, including requirements for the use of a skilled and trained workforce and provisions to exempt certain actions from CEQA. 5. Incorporates changes from other related bills, and provides that no reimbursement to local agencies is required as the costs are within their authority to levy fees. 6. Declares the bill an urgency statute to take immediate effect in order to ensure adequate consultation with tribes and preservation of tribal cultural resources.
