This bill establishes the Mill Springs Battlefield National Monument in Kentucky as a unit of the National Park System to preserve and interpret the nationally significant historic resources of the Mill Springs Battlefield and its role in the Civil War. The monument will be established once the Secretary of the Interior determines that a sufficient quantity of land or interests in land has been acquired to constitute a manageable park unit. The Secretary may only acquire land or interests in land within the monument's boundary through donation, purchase from a willing seller, or exchange. The monument will be administered in accordance with the laws generally applicable to units of the National Park System. The bill also prohibits the creation of buffer zones outside the monument and states that activities or uses outside the monument's boundaries shall not be precluded due to their visibility or audibility from within the monument.
