Bill Summary
Making appropriations for Coast Guard pay in the event an appropriations Act expires before the enactment of a new appropriations Act. This bill provides continuing appropriations to the U.S. Coast Guard for any period in which there is a Coast Guard-specific funding lapse. The bill provides appropriations for the pay, allowances, and benefits of specified Coast Guard personnel and contractors if (1) there is a lapse in appropriations for the Coast Guard, and (2) legislation has been enacted that provides interim or full-year appropriations for the Department of Defense (DOD). The bill provides the appropriations until the earliest of the enactment of specified Coast Guard appropriations legislation, the termination of the availability of appropriations for DOD, or the date that is 180 days after the beginning of the Coast Guard-specific funding lapse.
AI Summary
This bill, the Pay Our Coast Guard Parity Act of 2019, provides continuing appropriations to the U.S. Coast Guard in the event of a funding lapse. It ensures that Coast Guard personnel, including active duty members, reservists, civilian employees, and contractors, continue to receive pay and benefits during a government shutdown or lapse in appropriations. The bill also retroactively compensates Coast Guard employees who were furloughed during the recent partial government shutdown. Additionally, it authorizes the Coast Guard to continue essential operations and activities to protect life and property during a funding lapse, ratifying any obligations incurred for these purposes.
