This bill establishes a sales and use tax exemption for certain feminine hygiene products, including tampons, panty liners, menstrual cups, and sanitary napkins, that are sold for the principal purpose of feminine hygiene in connection with the menstrual cycle. The bill specifies that the change in law does not affect taxes imposed before the effective date of September 1, 2019, and the law in effect before that date will continue to apply for the purposes of liability and collection of those taxes.
