This bill prohibits police officers from using racial and ethnic profiling, requires the establishment of a procedure for taking and reviewing complaints against police officers for racial and ethnic profiling, and allows for actions seeking injunctive relief and/or damages to be brought against law enforcement agencies, their agents, and their supervisors. The bill defines key terms like "racial or ethnic profiling" and "routine or spontaneous investigatory activities," and requires law enforcement agencies to record and report various data related to stops and searches. It also directs the state Division of Criminal Justice Services to develop forms and a plan for a public data system, and authorizes the Attorney General to bring actions on behalf of the people as well as allows individual plaintiffs to bring actions for injunctive relief and/or damages.
