This bill relates to the creation of a crime database of all convictions in New York state of animal cruelty, fighting, neglect, abandonment, and mistreatment. The database will include the names and ages of persons 18 years or older who have been convicted of these crimes, the specific acts of animal mistreatment that were the basis of the conviction, the dates the acts took place, and the county where they occurred. The database will be available to all law enforcement entities, district attorneys, humane societies, animal protection associations, and animal control officers. The bill also allows municipalities to enact their own local laws, rules, and regulations to establish and maintain an animal abuse registry or database. The bill will take effect 12 months after it becomes law, but the Division of Criminal Justice Services can immediately promulgate rules and regulations to effectuate the purposes of the act.
