This bill establishes a ten-business-day waiting period before a firearm, shotgun, or rifle can be delivered to a person, after the seller or transferor contacts the National Instant Criminal Background Check System (NICS) to initiate a national instant criminal background check. The bill amends the Penal Law and the General Business Law to require the waiting period for all sales, exchanges, or disposals of firearms, rifles, or shotguns, with limited exceptions for certain sales by licensed firearms dealers or between members of an immediate family. The intent of the bill is to create a delay between the initiation of a background check and the delivery of a firearm to help prevent potentially dangerous individuals from obtaining firearms.
