This bill grants retroactive membership in the New York State and Local Employees' Retirement System to Adam Markel, who was employed as a part-time employee at the State University of New York at Buffalo from September 5, 2006 to April 14, 2009, but through no fault of his own, did not become a member of the retirement system at that time. The bill allows Markel to transfer his service credit from the New York State and Local Police and Fire Retirement System to the Employees' Retirement System, provided he applies within one year of the bill's effective date. The bill also states that no contributions made to the Police and Fire Retirement System by Markel will be returned or refunded, and that all past service costs associated with the implementation of the bill will be borne by the State University of New York at Buffalo.
