This bill establishes a culturally responsive education curriculum and standards, requiring all school districts, charter schools, and private schools to integrate culturally responsive education throughout the education of all students at all grade levels. It directs the Commissioner of Education to promulgate rules and regulations for the implementation of this curriculum, which would include standards for the history and achievements of various racial and ethnic groups, as well as the role of racial oppression and inequity in the formation and growth of the nation and state. The bill also creates a pilot program in culturally responsive education and appropriates $25 million for this purpose. Additionally, it mandates the inclusion of a college course in effective teaching for students of diverse cultural backgrounds as a prerequisite for teacher certification, and requires cultural competency and culturally responsive education to be incorporated into the ongoing professional development standards for all educators.
