This bill amends the social services law to prohibit the use of "aversive interventions" (i.e., methods intended to induce pain or discomfort to eliminate or reduce maladaptive behaviors) on children in public and private schools and programs that receive public funding. It also establishes a holistic autism spectrum disorder treatment center within the SUNY Downstate Medical Center that will focus on innovative and effective treatments that avoid aversive interventions and minimize the use of prescription drugs, while also providing access to affordable holistic care and other support services. The bill requires the out-of-state placement committee to develop standards, regulations, and recommendations for the use of aversive interventions and gives the committee immediate authority to promulgate any necessary regulations.
