This bill instructs the State Hazard Mitigation Team, a group of state agency leaders, to develop recommendations by September 1, 2021, for safeguarding the state against the threat of an electromagnetic pulse (EMP) attack. The recommendations should include measures to develop expertise in EMP protection, identify resources to assist the team, educate infrastructure and utility owners as well as emergency responders about EMP threats, determine the most at-risk infrastructure, evaluate emergency planning and disaster response preparedness, identify technologies to improve security and resilience against EMPs, and assess the capabilities of infrastructure and utilities to recover after an EMP attack. The team is required to present its recommendations to the state's legislative and executive leadership by November 1, 2021. The bill also sets an effective date of November 1, 2019.
