This bill creates the "Red Tape Repealer Act," which establishes a rule baseline budget for state agencies in Oklahoma. The Office of Management and Enterprise Services (OMES) will develop an initial rule baseline budget by January 1, 2020, and then work to decrease the overall number of rules through a two-for-one net decrease between 2020 and 2022. Agencies wishing to create a new rule must submit a "rule replacement request" to OMES, which will evaluate the request based on factors such as necessity, transparency, cost-effectiveness, and impact on the economy. The bill also requires OMES to submit annual reports on the status of the rule baseline budget. The bill becomes effective on November 1, 2019.
