This bill modifies the Legislature's duty to prepare certain joint resolutions regarding agency rules. The key provisions are: 1) the Legislature may, rather than shall, prepare an omnibus joint resolution each session to approve or disapprove proposed permanent agency rules; 2) the deadline for the joint resolution is changed from April 1 to February 1; 3) the joint resolution can now disapprove, repeal, or amend proposed rules, rather than just approve them; 4) if the joint resolution fails to pass or has a non-substantive error, the Governor can declare all rules approved and adopted without meeting certain requirements.
