This bill amends the Vehicle and Traffic Law to require school bus drivers and attendants who ride with children attending preschool special education programs to complete training in the needs of such children. The bill defines a "school bus attendant" as a person employed or authorized to ride on a school bus to maintain order or assist students with special needs, including preschool children. The bill also requires the Commissioner of Education, in consultation with the Justice Center for the Protection of People with Special Needs, to promulgate rules and regulations for this training, which must be provided at least annually. The training requirement applies to all school bus attendants serving preschool children by July 1, 2020.
