This bill creates a revolving fund for the Oklahoma Water Resources Board to fund the completion of Phase II of the Arbuckle-Simpson Hydrology Study. The fund will consist of appropriations, grants, and fee revenues designated for this purpose. The Board will coordinate with East Central University, the United States Geological Survey, and other relevant agencies to define the study scope and conduct the necessary data collection and development of a hydrologic framework and modeling of the eastern Arbuckle-Simpson Groundwater Basin. The bill also includes an effective date of July 1, 2019 and an emergency clause.
