This bill authorizes the Oklahoma Highway Patrol Division, the Oklahoma State Bureau of Investigation, and the Oklahoma Department of Corrections to establish educational and training programs for individuals seeking critical public safety positions. The bill allows these agencies to use their funds to pay salaries or tuition and subsistence for employees in these training programs, and employees may be in work status while engaging in the training. Employees who receive this training must commit to at least one year of service with the agency, and the training costs can be repaid through payroll deductions during that time. The bill also allows the agencies to pay for employees' license and certification fees, with the option of requiring repayment if the employee leaves before the commitment is fulfilled. The bill directs the relevant state agencies to promulgate rules for implementing these provisions, and it takes effect on November 1, 2019.
