This bill makes the following key changes: 1. It modifies the powers and duties of the Wildlife Conservation Commission, including requiring the Commission to establish the dates for the deer gun hunting season, which will be the Saturday prior to the fourth Thursday in November and run for 23 consecutive days only on private land. 2. It creates a new 3-day special use permit that allows residents and nonresidents to hunt and fish on private land of 300 acres or more with the permission of the landowner, exempting them from any other hunting or fishing license or permit requirements for that 3-day period. The Commission can establish a fee for this permit, not to exceed $1,000. 3. It retains the existing exemption from special use permit requirements for Oklahoma residents under 18 or 64 and older. 4. The bill has an effective date of November 1, 2019.
