This bill removes provisions that prohibit cities with a population of one million or more from strengthening rent regulation laws to provide more comprehensive coverage than state laws. The bill amends the Local Emergency Housing Rent Control Act to allow such cities to adopt and amend local laws or ordinances to regulate and control residential rents, including provisions for establishing and adjusting maximum rents, classifying housing accommodations, regulating evictions, and enforcing local laws or ordinances. The bill clarifies that the validity of local laws or ordinances adopted by these cities shall not be affected by or required to be consistent with state emergency housing rent control laws or regulations.
