This bill: - Modifies the name of the "Oklahoma Personnel Act" to the "Oklahoma Career Service Act" and updates related terminology throughout the act. - Establishes an intent to create an effective system of human resources management that attracts, selects, retains and promotes the best-qualified employees based on merit and equal opportunity, and free from coercive political influences. - Outlines principles for how agencies should treat employees, including assuring fair treatment, recruiting and promoting based on skills and abilities, providing equitable compensation, training employees, retaining based on performance, and protecting against coercion for partisan political purposes. - Modifies the powers and duties of the Merit Protection Commission, renaming it the Career Service Commission, including establishing an Alternative Dispute Resolution Program to provide dispute resolution services for state agencies and employees. - Makes various other changes to the administration and implementation of the state's career service system, including provisions related to hiring, classification, discipline, appeals, and reduction-in-force. - Provides that at least 90% of full-time positions in executive branch agencies must be in the career service by January 1, 2022, with certain specified positions exempted. - Includes an effective date of November 1, 2019.
