This bill aims to phase out the use of studded tires in Washington state. It does this by significantly increasing the retail fee for the sale of studded tires, from $5 to $100, and prohibiting the sale of studded tires entirely starting January 1, 2020. The bill also phases out the use of metal studs imbedded in tires on public highways, with a complete ban starting July 1, 2025. The revenue from the increased tire fee will be used to fund repairs to roadways damaged by studded tires. The bill also grants the state Department of Transportation the authority to establish tire chain or traction equipment requirements on public highways for safety reasons.
