This bill amends existing law to clarify that all plumbing contractors shall be qualified journeymen. The key provisions are: 1. A plumbing contractor must be skilled in the planning and supervision of plumbing systems and must be competent to offer and assume work on a contract basis and to direct the work of qualified employees. A plumbing contractor must also be qualified as a journeyman plumber. 2. A plumbing journeyman is any person who is engaged in the installation, improvement, extension, and alteration of plumbing systems and works under the direction of a plumbing contractor. 3. A plumbing apprentice is any person who is engaged in learning and assisting in the installation, improvement, extension, and alteration of plumbing systems, and must work under the supervision of a journeyman.
