Bill Summary
AN ACT Relating to disclosure of contributions from political committees to other political committees; amending RCW 42.17A.320; 3 adding a new section to chapter 42.17A RCW; and creating a new section.
AI Summary
This bill aims to increase transparency and accountability in campaign finance by prohibiting political committees from receiving an overwhelming majority of their funds from other political committees. It requires sponsors of political ads to disclose the top five contributors to the sponsor, as well as the top three contributors to any political committees that are among the top five contributors to the sponsor. This is intended to prevent "donor washing" where money is funneled through multiple political committees to obscure the original sources of funding. The bill also makes some technical changes to the disclosure requirements for political ads.
