This bill amends existing laws related to the use of electronic communication devices while driving. It defines an "electronic communication device" as any device capable of sending, receiving, or reading electronic messages, including phones, PDAs, and laptops, but excluding devices integrated into the vehicle. It prohibits the use of such devices while driving, except in hands-free mode or for reporting emergencies. The bill increases the scheduled fine for violations from $30 to $100 and specifies that such violations do not constitute a moving violation for purposes of driver's license revocation. The bill also clarifies that use of an electronic device while driving can be considered prima facie evidence of reckless driving.
