This bill amends the Public Service Law to require operators of gas pipeline facilities to accelerate the repair, rehabilitation, and replacement of gas pipes or equipment that are leaking or at high risk of leaking due to factors like inferior materials, poor construction, lack of maintenance, or age. The bill requires the Public Service Commission to develop prioritized timelines for leak repair and infrastructure replacement, establish a cost-recovery program that considers the economic, safety, and environmental benefits of reduced gas leakage, adopt a standard definition and methodology for calculating and reporting unaccounted-for gas, and require the use of best available technology to detect gas leaks. The bill also requires the New York State Energy Research and Development Authority to issue non-binding guidelines on identifying and classifying high-risk pipeline infrastructure and leaks, and to work with the Commission to establish standard forms for reporting unaccounted-for gas.
