This bill repeals and adds to existing law to provide that public employees shall not be eligible for severance pay. The bill defines "public employee" as any officer, board member, commissioner, executive, employee, or servant of a governmental entity, including elected or appointed officials and persons acting on behalf of the governmental entity. It also defines "public employer" as the state of Idaho, including all branches, departments, divisions, agencies, boards, commissions, and other governmental bodies, as well as counties, cities, districts, and all other political subdivisions of the state. The bill clarifies that "severance pay" does not include wages, salary, vacation leave payoff, compensatory time leave, sick leave payoff, or earned administrative leave payoff, nor does it include any payment by an employer toward the purchase of membership service. Additionally, the bill repeals Sections 67-5342 and 67-5342A of the Idaho Code.
