Expanding the circumstances under which using a mobile electronic device while driving is permitted, such as for reporting emergencies or disabled vehicles, while still generally prohibiting handheld use. 4. Increasing penalties for violations related to distracted driving, including making repeat offenses surchargeable incidents under auto insurance policies. 5. Authorizing the Department of Transportation to establish reduced speed limits in active construction zones without an engineering study, with higher fines for exceeding those limits. 6. Requiring the Registry of Motor Vehicles to develop and implement an annual public awareness campaign on the dangers of distracted driving.
