This Joint Resolution proposes an amendment to the Iowa State Constitution to explicitly protect the right of individuals to keep and bear arms, stating this right shall not be infringed and is a fundamental individual right. It further mandates that any restrictions on this right must undergo "strict scrutiny," a legal standard requiring the government to demonstrate a compelling interest and that the restriction is narrowly tailored to achieve that interest. This proposed amendment, if passed by the current General Assembly, would then need to be approved again by the next General Assembly before being put to a vote by the citizens of Iowa for ratification.
