This bill authorizes the New York Department of Environmental Conservation to establish the Lake DeForest Flood Control Pilot Program. The program aims to regulate the volume and releases of water from the Lake DeForest reservoir, which is operated by a privately owned waterworks corporation, in order to mitigate downstream flooding. The department is required to promulgate rules and regulations describing the circumstances under which flood control authority may be used, such as anticipation of major weather events, large inflow of water into reservoirs, dam safety, or seasonal precipitation schedules. The bill is effective from December 31, 2019, until December 31, 2029.
