This bill creates the Utah Silver Alert Notification System, which is a program to issue alerts for missing and endangered adults, particularly those with dementia. The bill defines "endangered adult" as a person 60 years of age or older or a person under 60 with a form of dementia. The Department of Public Safety is responsible for developing the Silver Alert system, which will utilize the same coordination as the Amber Alert system but with some exceptions, such as not activating the National Emergency Broadcast System. Law enforcement officers are required to determine if a missing adult meets the criteria for an endangered adult and, if so, request the Department to activate the Silver Alert Notification System. The Department is also given rulemaking authority to establish policies, procedures, and timelines for the Silver Alert system.
