This bill prohibits landlords from evicting tenants without "good cause," which is defined in the legislation. The bill applies to most rental housing in New York state, with some exceptions, such as owner-occupied premises with fewer than four units. The good cause provisions allow landlords to evict tenants for failure to pay rent, violation of a substantial lease obligation, committing a nuisance, using the property for an illegal purpose, or refusing landlord access for repairs or showings. The bill also permits landlords to evict tenants in certain cases of personal or family use, but provides protections for elderly and disabled tenants. Any agreements that waive a tenant's rights under this law are void as against public policy.
