This bill amends and adds to existing law to provide for off-highway vehicles. The key provisions are: - Allows off-highway vehicles (ATVs, motorbikes, UTVs, etc.) to be operated on certain public roads and highways, with some restrictions. Allows the Idaho Transportation Board and local governments to designate additional areas for off-highway vehicle use. - Requires owners of off-highway vehicles and snowmobiles to obtain a certificate of number and validation sticker before operating in Idaho, with some exemptions. Establishes fees and procedures for obtaining these certificates. - Allows owners to purchase two-year certificates of number and user certificates, at double the annual fee rate. - Allocates fees collected from the certificates to various funds for off-highway vehicle recreation, enforcement, and administration. - Establishes an Off-Road Motor Vehicle Advisory Committee to advise the parks and recreation department on off-highway vehicle issues. - Clarifies enforcement authority for the off-highway vehicle laws.
