This bill authorizes the New York State Gaming Commission to impose monetary fines of up to $10,000 on any corporation, association, or person participating in a thoroughbred race meeting or off-track betting, whether licensed by the Commission or not, for violating Commission rules or regulations. The fines do not apply to track or parlor patrons. The Commission must follow the notice and hearing provisions of the State Administrative Procedure Act when imposing these fines, and the fines collected will be paid into the state treasury. The bill also specifies that the Commission's actions in imposing these fines can be reviewed in the state Supreme Court.
