This bill amends the education law to require the following: 1. Every school door must be equipped with a locking device that can be quickly locked from either side, and advanced hardening options for windows and doors should be considered. 2. Schools must install security cameras supported by artificial intelligence, where appropriate, in consultation with the local police department. 3. Schools must have public bleeding control equipment, such as tourniquets and pressure dressings, available throughout the school and provide guidance on their use. 4. Schools must have comprehensive emergency response plans, reviewed annually, that include policies and procedures for responding to threats and acts of violence, contacting law enforcement and parents, and conducting safety training for staff and students. 5. The Commissioner of Education can withhold funding from school districts that fail to comply with these requirements.
