This bill establishes the Maryland Easy Enrollment Health Insurance Program to improve data collection on uninsured individuals and to maximize enrollment of eligible uninsured individuals in affordable insurance programs. The bill requires the Maryland Health Benefit Exchange to establish an advisory workgroup, and the Comptroller to include a checkoff on state income tax forms for individuals to indicate interest in obtaining minimum essential health coverage. The bill also provides for automatic enrollment of eligible uninsured individuals in zero-additional-cost health plans, and establishes an individual responsibility amount for those who do not maintain minimum essential coverage.
