This bill amends existing law to provide requirements regarding annexation of certain forest land. Specifically, the bill requires the express written permission of the owner for the annexation of land that is five acres or greater and actively devoted to forest land, regardless of whether it is surrounded or bounded by lands within a city. This is a new requirement in addition to the existing procedures for different categories of annexations (e.g., where all landowners have consented, less than 100 private ownerships, or more than 100 private ownerships). The bill also includes an emergency clause, making it effective immediately upon passage and approval.
