This bill amends Title 16 (Counties) of the Pennsylvania Consolidated Statutes to provide for electronic device licenses. It defines a "dealer of electronic devices" as an individual, partnership, association, corporation, or business entity that purchases or possesses electronic devices from the public for resale. The bill requires such dealers to obtain a license from the county sheriff, pay an annual fee, and maintain detailed records of transactions, which must be provided to the district attorney or local police department. Dealers are required to hold purchased electronic devices for at least five days before reselling them, during which time the devices must be available for inspection by law enforcement. The bill also prohibits dealers from immediately paying minors for electronic devices and allows municipalities to adopt additional local ordinances. Violations of the law are punishable as misdemeanors, and licensed dealers may have their licenses revoked.
