This bill authorizes family childcare providers to form, join, and participate in provider organizations and seek certification of a provider organization to act as their representative on matters related to childcare subsidy programs. The bill requires the Governor, through the Department of Human Resources or the Governor's designee, to meet and confer in good faith with the certified provider organization on matters within the scope of representation. It establishes the scope of representation, allows the parties to engage in mediation if they fail to reach an agreement, and requires the Department of Human Resources to ensure that requests by a certified provider organization to deduct specified costs from subsidy payments are honored. The bill also requires state agencies to provide the certified provider organization with information about family childcare providers and allows the certified provider organization to access preservice meetings and orientations held for providers. Additionally, the bill specifies that records related to these activities are not required to be disclosed under the Public Records Act. The bill includes findings regarding the importance of early care and education and the role of family childcare providers, as well as legislative findings related to limitations on public access to writings and meetings of public agencies.
