This bill amends existing law to revise the provisions regarding outfitted hunter tags set-aside, deer and elk tag allocations, and the powers and duties of the Idaho Outfitters and Guides Licensing Board. Specifically, it sets a minimum number of nonresident outfitted hunter tags in a statewide pool, allocates these tags to outfitted hunters in capped and controlled hunts, and allows unsold set-aside tags to be sold to the general public. The bill also requires the commission to allocate deer and elk tags from the outfitted hunter set-aside pool for use by hunters utilizing outfitter services, and it gives the Licensing Board the power to designate the number of allocated tags to authorized outfitting operations in a fair and equitable manner.
