This bill amends the Insurance Code to allow certain retirees who voluntarily terminated their enrollment in the Texas Public School Employees Group Insurance Program between September 1, 2017 and January 1, 2020 to reenroll in the program by December 31, 2023, as long as they are eligible for Medicare. The Teacher Retirement System of Texas is required to adopt rules to implement this reenrollment provision by November 1, 2019, and those rules must apply regardless of whether the retiree's initial enrollment termination occurred before, on, or after the effective date of the rules or the bill. The bill takes effect immediately if it receives a two-thirds vote in both legislative chambers, or on September 1, 2019 if it does not.
