This bill amends existing law to require certain disclosures in elections to authorize a levy (a tax increase). The key provisions are: 1) Taxing districts proposing to put a levy question to voters must include in the ballot question or a separate official statement on the ballot: (a) the purpose of the levy, the election date, and the estimated annual dollar amount to be collected; (b) the estimated average annual cost to the taxpayer per $100,000 of taxable assessed value; and (c) the length of time the levy will be in effect. 2) This information must be placed prominently on the ballot before the voting location and included in the official election notice. The bill provides exemptions for levies related to bonded indebtedness and for certain purposes under existing law. The goal is to ensure voters have clear, understandable information about proposed tax increases when casting their ballots.
